Quebec’s New Decree Outlines Who Receives Which Bonus, Paid Meals and Daycare Expenses

Employees who work in one or other of the environments on the listed will receive a bonus of 8% applicable on their salary.

On Saturday Quebec Health Minister Danielle McCann, deposited with the justice minister a Decree applicable to the province health and social services network, also including non-unionized salaried staff.

The decree modifies national and local collective agreements, below are the modifications regarding bonuses, meals and daycare expenses.

Meal and daycare expenses.

  • Employees who perform overtime work is offered, when a meal period is scheduled during this shift, financial compensation of $ 15.00, with the exception of the employee in telework and that which qualifies for the meal allowance during trips in accordance with the applicable provisions of collective agreements.
  • the employee who works a full shift of overtime in the evening, night or weekend can benefit from an allowance equivalent to a fixed amount of $ 30.00 in compensation for childcare expenses for older children 13 and under, upon presentation of supporting documents.

Temporary Bonuses

Employee who works in one or other of the environments listed below receives a bonus of 8% applicable on the salary provided for at the scale of their job title for the hours worked in this environment:

  • a) emergencies (except psychiatric emergencies);
  • b) intensive care units, when at least one case of diagnosis with COVID-19 has been confirmed (except psychiatric intensive care);
  • c) dedicated clinics (screening and evaluation) for COVID-19;
  • d) the units identified by an establishment in order to group together the clientele presenting a positive diagnosis to COVID-19;
  • e) accommodation units in residential and long-term care centers;
  • f) other accommodation units, when at least one case of diagnosis with COVID-19 has been confirmed;
  • g) Pneumology units;

Employees who do not work in either of these environments and ambulance technicians receive a bonus of 4% applicable on the salary provided for at the scale of their job title for the hours worked.

Employees, middle managers and the ambulance technicians will be paid a lump sum equivalent to the premium they would have received between March 13, 2020 and April 4, 2020.
